I went to the Jam website (jams.gamejolt.com) and it brought me to a white screen that had unclickable text that said Browse Jams and Manage Jams. Was this normal?

Yes, the jam's page are currently inactivated for technical development. Sadly, we don't have a timeline for when/if it'll be available again.
