...is asking to provide a URL to my game. However, I can not add a game because I haven't set up my marketplace settings yet. I can not set up a marketplace account because my country is not on the list.
We are entire reliant on Stripe and if Stripe doesn't support your country we can't do that either.
I recommend you to bookmark this page and if you sign up to the mailing list there, you'll be one of the first to know when Stripe support your country.
Once Stripe supports your country and it's not yet on Game Jolt, let me know so I can send the administration a synchronisation request and it should work.
You don't need a Market Place account in order to add a game. You can only not charge people for downloads as long as long as you don't have a MP account. Best is to create a game page (you don't need to upload yet), and add the URL of the page you created in that form.
Make sure the game page looks professional, as the job to review these forms is taken very seriously. I think I don't need to tell you why.
Greetings, sorry I was checking the Stripe page, and it appears that it is available for 47 countries, including Mexico, but in gamejolt it does not appear...
We use Stripe for payment processing and are limited to the countries they support. However, if you fill out the below doc, we can get you set up in our marketplace through our manual process.

Once they've processed your request they'll send you an email, but due to the volume of applications we receive, they're only able to respond to those they've approved.
