I'm not fully a fan of features like these... I sometimes had to announce publicly some bans and comment removals I had done as a moderator (while I didn't want to) because people blamed the game owner for not being able to take critics (it actually WAS harassment though, but that was easy to guess), and bans for harassment were often replied to with bypass accounts. A true moderator can see this, but a game owner cannot, and then the features can cause that what they are meant to prevent (which is why I always recommend to go to a moderator in stead of taking action yourself).
I am definitely not sure about liking/disliking games still being possible for people you block. I've been downrated myself out of "revenge" because I said stuff that was true, but what people didn't like to hear (before I became a mod already, and when I became a mod, the logs I gained access to confirmed my suspicions, but when I was a mod, I did see people downvoting my games after I deleted messages, even when I did so silently only generating a message with the system itself, so not leaving my name with it). People getting blocked because of harassment reasons take on any weapon they can get "revenge", and as a moderator I had the power to see through this and actively do something about it, but a normal member has not. This will really lead to a lot of downvotes in an abusive matter, so I definitely think that liking/disliking should not be possible for people who are blocked. Downvotes are, after all, the perfect way to be abusive to others, and if a moderator finds out, it's mostly by pure coincidence, or by the abuser being really stupid presenting themselves on a silver platter, making things easy.... My experience as a moderator makes me estimate the chance for a full scale abuse with very little catching chance approx 100% really! I don't think you'd want that.
