Story idea: When tommy was being pulled back into the world back of the living he was first grated by Chara (and Frisk if possible). Chara explains that they are willing to give him (or unlock) a power that would allow him to reshape the world he want's. Tommy accepts and now has the power of Determination. The Plan for Chara and Frisk was to see how long Tommy could go on until he got bored and start to take make more menacing choices.
being brought to life, Tommy woke up with a new found power, where and how he would use that power is up him.
