Go To Adjustments, Hue/Saturation
Mess Arround With It A Bit Until Your Character Is Blue
Go To Effects, Then Photo, Then Glow, And Add As Much Glow As You Want (I Recommend That You Don't Add Too Much Radius Or Brightness Just For Nice Effect)
(Extra Step) To Spice It Up, Go To Effects, Photo, Then Sharpen, And Add As Much Sharpen As You Want!
