Yes, his default appearance has this ability. It's not a separate Skin, it's two in one.

(*Also on the same level of being crazed / having obsession on Silent "Player-On!",
as Reverie Stellar Shadow Sonic from "Surreal Show-off!".
(This is a separate Skin, that changes the appearance of: Shadow Sonic "Midnight-Up!")
