As for lore with this guy, he used to be some sort of guardian or protector over something/someone to the government. He was basically the state of the art overglorified android, except he had a single flaw which was his code, it was kinda faulty which made him easier to hack into. Which is exactly what happened.

Some experienced hacker [who I haven't designed yet] that held some grudge against the government and hacked into Binary. This caused him to go into a rampage and destroy several buildings, and probably at least one important to the government.

By the time his firewall systems went into full effect it was too late and now he's the city's most wanted thing.

Binary relies on stealth so he doesn't get caught by the government, hence his outfit being mostly grays or close to black, all black would be boring though so there's blue. For self defense he uses a police baton, he probably modified it so it's also a shock baton. The mask is for extra protection so people don't recognize him.

His main goal is to find out who hacked him and bring them down or at least find a way to get the government to figure out the truth.
