In this universe The Avengers (aside from Captain America but he isn’t active after WWll) do not exist, so the Leader in this reality was instead created as a result of some assailant attacking a nuclear power plant where Samuel Sterns worked. Spider-Man nearly saved him but was just a bit too late, as a result Samuel was caught up in the plant exploding, giving him his mutated form, an increased IQ, and a newfound hatred for Spider-Man.
