@__b already made posts on this, but I figured I'd condense it to a single post.
Devlog 3 WAS planned to release today, but ultimately a decision was made to hold it off for a few weeks until a certain music track is finished. I personally thought it was finished, but the differences between the version I have and the full export we have are too wide. Not to worry though, it just means you're in for a bigger treat when the full thing releases.
The devlog itself was more of a '2.5' rather than a 3 as well, so we might have more stuff to show in this 2 week wait period to actually justify it as a proper devlog 3.
Sorry for getting your hopes up people, hopefully it won't happen again. Thanks for sticking with us.
