That's Shadow "Rely-On!", upgraded into his version of Soldier Grandeur form.

He was trapped by Memorial Infinite inside of Fierce Forces Game and later saved
by Silent "Player-On!" from the DLC part called "Virtual Venue".

He joined Valorous Resistance to stop Dr. Golden "Prepare-Up!" obviously
from invading Silent's "Player-On!" and Shadow's "Rely-On!" Real World, aka.
Sonic Forces: Afterwards Alacrity "Different Dimension".

Specialite Agent Shadow, as his name/rank suggests, belongs to an elite special unit (surpassing the rank of a Security Guard). Where together with Silent "Player-On!" and especially as Soldier Grandeur Silent, once both together join the tag team, they constitute an excellent squad! Facing off any great threats and with truly amazing skills in the fight against the evil.
