Tenggiling Taiko is based on street gangsters, while King Musang is leaning towards the mafia culture. Mizal fits in neither as he is an individual criminal.

Notice the difference between their uniforms in second image also. The prison complex is divided into three building sections based on security levels; Restricted, Maximum and Ultra. Both leaders are in Restricted so they wear simple and generic uniform, while Mizal is on Maximum hence the gakuran-like uniform.
