kof '99 is a game.,., the first one in the nests saga actually but aniways Theres nothing much to elaborate other than this introduces a good bunch of characters
the game is also the first one to add strikers which consist of support characters,., they can help you keep pressure towards your opponent. it also introduces 2 universal installs, the force one and the armor one which give you properties according to the Goddamn Name what else do you want me to say
at some point (maybe after kof 97) kyo got captured and experimented on by nests which is this weird cartel and well he got cloned and impersonated by said clones, k' was basically a failed clone if im not wrong
technically speaking there isn't a better version of this game.. i would say kof '99 evolution for the ps2 but it doesn't have anything special other than replacing the backgrounds for some beautiful 3d ones and extra strikers
