Here's how to make a ghost shout:
(Note:If there are no real shouts prior to doing this, the shout counter will auto-correct to 0)
Step 1:Make a shout. (I will refer to this shout as the root shout)
Step 2:Reply to that shout. (I will refer to this shout as the secondary shout)
Step 3:Delete the root shout.
If done correctly, the shout counter will decrease by 1, not 2, transforming the secondary shout into a ghost shout, a shout that effects the shout counter but does not actually exist.
Please note that ghost shouts only affect the shout counter that includes replies which is shown in the shout menu.
