A), not enough known figures for me to have a good amount of ones to make.
B), just not being able to have enough vote slots. It's not because I dislike these countries, they simply do not fit.
C), the information to make such a post isn't accessible for myself conveniently, and if a country which I THOUGHT would work doesn't, I will simply choose the second highest. oh yeah btw pro tip if ur sending one specific person something that shouldn't be leaked, add some sort of marker on it near the middle or anywhere that cant be cropped have a unique one for each person. it helps to identify who leaked the image. Example;
