Alright, i'll get this out of the way :

The bad news is that The Ultimate Diner is NOT cancelled, but it's also not in development as of now. The game has it's assets but I don't Want to make it as of now, the project is undergoing many changes and I am starting to lose interest for it, this does absolutely not mean it's Canceled, but it doesn't mean that it will resume development anytime soon rather.
