Unless Puck just says this to him, seems like he literally blames Subaru for not taking care of both White Whale and the Cult...
Like, he calls him useless as if he could do something but he didn't, otherwise why say it, as if Puck didn't know he is useless physically or with any power because it's a pretty common fact by now.
