if you want to see if you qualify for any of the requirements go to https://create.roblox.com/ and there should be a banner at the top (second image), click view requirements

To publish a private game, you need to have your account in good standing (whatever that means)

To make it 16+ and trusted friends only, you need account in good standing and face verification

To publish publicly to all ages, you need good standing account, id verification, face verification, 2 step verification and a roblox plus subscription

This sucks ass
