Quick note; I have no prior experience in this kind of thing, and have no idea what's balanced or not.
He'd be a very light character, somewhere close to
Mr. GAME AND WATCH
Though being incredibly agile.
He'd be able to double jump, as well as walljump and crawl.
A attacks
For the jab, I think It'd be fitting for him to pull out a shovel and jab it forward, it being semi-spammable yet doing relatively low damage.
Basic move, so you start of with the basic games. (BTB)
For the Dash Attack, I don't see any other option,
the Charge Tackle!
Henry would dash forward, his elbow in front of his face. Dealing medium damage to whoever it hits, but doing HIGH knockback. But allowing Henry to be easily countered from behind, as he cannot turn around while using this move.
Side Tilt would have Henry do a simple push forward, knocking back enemies and doing mid damage. Nothing more to say.
Up Tilt would have him use the cheap fighting combo found in CTM, doing a generic uppercut attack, and if it hits an opponent, Henry would do two quick punches downward. Similar to Mario's Up B, but without send him up and a couple extra additions.
While Down Tilt would have Henry sweep the legs of any opponent who gets close enough, knocking them over for a bit and allowing Henry to get a free hit in before they get up. No damage on it's own. Another reference to CTM.
Side Smash would have Henry use his everso iconic, Falcon- I- I mean, Stickmin Pawnch! Doing VERY high damage and knocking opponents back, but having small amounts of endlag.
Up Tilt would simply have Henry thrust a Drill upwards, having potential to hit enemies multiple times as the drill spins, doing not much damage on 1 hit, but if you manage to chain multiple hits together, it can be devestating and do LARGE damage.
Down Tilt would mostly do the same thing, except aiming downwards and have it harder to dodge and escape from. Only really useful on platforms.
For his Neutral Aerial, Henry would simply kick forward, nothing worth of note here, though it does leave him open afterwards.
And for his Forward Air, he'd use THE KNEE! With it doing relatively ok damage, similar to his Up Tilt, but doing HIGH, and I mean HIGH knockback.
A reference to FTC.
But, funfact! The option in FTC itself has a Smash reference in it! Whaddya know...
Back Air would have him pull out the legendary, BIGGOL SWORD!
Having Henry quickly turn around slash it infront of him, before turning back around again. Doing high damage but not much knockback, and leaving Henry pretty vulnerable afterwards. So use it carefully!
Up Air would have Henry swing a crowbar above him twice, and if hitting the enemy twice with this move, they will immediately be placed into free fall. Yet doing low damage on it's own aswell.
Good for combos though!
And Down Air would have Henry thrust his famous blue scooter downwards, doing Pretty Good damage but not much else.
The Grabs
Henry would grab with 1 Arm, and pummel by smashing a hammer down onto the opponents head, doing mid damage.
Forward Throw would have Henry pick them up, over his head and throw them forwards. Not much else to say.
Back Throw would, essentially be JUST like Mario's, except a bit more flashy and have a longer windup.
Up throw would have him use BLITZ, picking the opponent up by the waist and throwing them up into the air, before slamming them back down to the ground, before sending them up into the air once again. Doing 2 sets of damage, first the throw, second the slam.
While Down Throw would be pretty similar to Forward Throw, except, instead of throwing them forward, he'd slam them to the ground and send em' straight into freefall.
B Attacks

Gimmicks
Neutral Special would have Henry bring up a menu in whatever corner of the screen his Player Icon is, bringing up 3 Options in the very style that the Henry Stickmin games use, options being,
"General"
"Toppat"
or
"Government"
Each bringing in unique sets of Special Attacks!
Henry would always automatically start on General.
General Specials
General Neutral Special would have Henry pull out a random food png already in the game and eat it, healing him and having Henry let out a sign of satisfaction afterwards, being completely invincible while using it. Whatever he takes out even if the item itself in the game has special effects, will have none.
General Up Special would have Henry pull out his signature Teleporter and Teleport himself quite a distance upwards, but being incredibly vulnerable after using. Nothing more to say tbh.
General Forward Special let's Henry pull out his scooter and ride around on it, but really just being identical to the Wario Bike.
Nothing more to say.
General Down Special has Henry pull out the Big Sword, or as I like to call it, The Big Boy Sword! He'd swing it downward towards the opponents and doing HIGH damage to whoever it hits, but if it misses,
(which might I add, is very easy to do)
The Sword would get stuck in the floor and leave Henry vulnerable for about 5 Seconds.
Toppat Specials
Toppat Neutral Special would have Henry pull out a metal baseball bat, letting him deflect ANY projectile attack back to the person who fired it. No matter what the projectile it is, it CAN. BE. DEFLECTED.
But nothing else to this move.
Does no damage unless you include the reflected projectiles.
Toppat Up Special let's Henry throw a rope upwards, the rope latching onto the nearest surface when it reaches it's peak height. And letting Henry climb up.
Toppat Forward Special would have Henry throw his Toppat Hat forward, spinning around for a short while and having potential to hit enemies twice before retreating back to Henry. Being a reference to Toppy from CTM, who in itself, is a reference to Cappy.
Toppat Down Special let's Henry swing a chainsaw down below himself, with any enemy it hitting getting immediately captured in the chainsaws grasp and hit several other times. Each hit doing low damage, but adding up once finished.
Government Specials
Government Neutral Special let's Henry place a Mini-Helicopter in front of him, with it staying there until an enemy walks into it, with the Mini-Helicopter latching onto them and dealing damage over time. With the enemy having to waste time grabbing it and pummeling it if they want it gone.
But if Henry isn't careful, it could latch onto him instead.
Government Up Special has Henry pull out a rocket launcher, aim it at his feet, and ROCKET JUMP! Sending him high into the air, and if he lands, crashing onto the floor. Taking about 1 full second to stand up and get on his feet and doing some mild self damage.
Government Forward Special
let's Henry climb into his classic white tank, driving it forward and running over enemies with high damage and knockback. Though needing to get out of his tank before using any other moves.
A quick note: Henry CANNOT turn around while using this move, so if Henry doesn't get out in time, he could very well get sent flying off the stage if the stage calls for it.
Government Down Special would then have Henry pull out a Bomb! Placing it on the ground before exploding after about 5 seconds and doing HEAVY damage, and easily killing people with high percentage.
INCLUDING HIMSELF.
The goal I went with for the different sets of special attacks was for General to be useful in most situations, a generalist moveset you could say, the Toppat moveset to be more strategic yet have a higher payoff, and the Government Moveset to be all about high damage, regardless or not if it hurt Henry aswell, but if used right, still incredibly useful. I think I did a good job! But idk much about balancing, so-
ANYWAY!
FINAL SMASH
For Henry's FINAL SMASH, I wanted it to be unique!
So, I came up with this!
The game would randomly choose between 4 FINAL SMASHES, all unique to Henry!
And the first option is:
Greatest Plan
In this, the opponent would get grabbed and thrown up into the sky, landing inside the Toppat Airship, with Charles soon crashing in through the window, Obviously dealing incredibly high damage, and if it doesn't manage to take a stock, dealing incredibly high knockback aswell. But if playing a heavier character, you could make it out alive!
Second option?
Airship
In this FINAL SMASH, Henry would take on his cybernetic enhancements and fly over to the Toppat Launch Site, holding the opponent by the neck as a damaged and crashing Airship slowly falls down over the both of you. Dealing insanely high damage but little knockback.
3rd option?
WOMBO COMBO
This would call ELLIE onto the battlefield, joining Henry in giving the opponent a well deserved beating.
They would both perform the exact same way they did in the Wombo Combo option in CTM, ending with a large explosion caused by Henry's Stickmin Pawnch.
This would be the rarest option out of the 4, as it would practically be an instant kill, with no self harm done whatsoever.
And the 4th option?
SPACE STATION
SPACE STATION would have the opponent sent off into space in a Green Government UFO, with them ending up in an exploding Space Station with no escape pods in sight. With the Space Station exploding and dealing A BUNCH of damage and High knockback.
This'd be the second rarest of the 4.
BONUS
Skins / Outfits
Outfit 1; Default!
White hands, Brown Shoes.
Nothing else.
Outfit 2; Ellie!
Just replaces Henry with Ellie, and makes Henry come in for a Cameo in WOMBO COMBO instead! In other words; Red Wig, Light Green Shoes.
Outfit 3; CLASSIC!
This would simply turn Henry's feet and hands black. Turning him into what he looked like in Breaking the Bank. But if we're allowing model changes, completely remove his feet and hands.
Outfit 4; COPPA!
Gives him a police hat and Blue shoes.
Outfit 5; Security!
Would give him a black security hat and black shoes.
Outfit 6; WALL Officer!
This would give Henry a Gray Ushanka and Gray Shoes. Aswell as turn his tank blue, for good measure.
Outfit 7; Undercover!
Gives Henry his classic Purple Headgear and Shoes from the Presumed Dead ending line.
Outfit 8; Nano Suit!
This would give Henry a Light Gray Space Suit and Blue Visor, Dark Gray Shoes, Light Gray gloves, aswell as turning his outlines gray.
Taunts
Up Taunt would have Henry grab a piece of Cheese and toss it into his mouth... nothing else.
Side Taunt has Henry use Dance Off! Doing a dance that- may or may not resemble the Default Dance from Fortnite...
Down Taunt does his classic Distraction Dance!
Idk about his Intro or Win Amimations though.
