Firstly, lower the player max health to 20, set attack damage to 2, the same as bullet damage, dropping the turn maximum to 10 down from 20.
Second, drop max TP from 99 to 10 and allow use of the relevant 5 cost A rank skills. (Everything but charm and lullaby)
The four damage adjusting skill (Pump, brace, approach, and confuse) should now only add or subtract one damage each rather than 10%.
Additionally the multi-turn skills would now lock out all skill use for the one that used them until they wear off.
And finally give both players three 7hp healing items (stale spider donuts maybe?) which doesn't fit evenly into 20 but is reduced to 5 if you take a hit on the same turn, which does fit.
Keep in mind these adjustments are only for the PVP mode and normal gameplay would be unaffected.
