I wont spoil the story, but if Asgore is even slightly a tyrant here there is a good reason.
A really good reason that makes sense.
Like an anime plot twist that just made him go a bit mad.

One thing has caught my attention, Sans could be either: a) firing up Frisk to kill Asgore
b) really believing Asgore would destroy humanity with 7 souls
c) wanting Frisk to actually give up on fighting Asgore and stay in The Underground (manipulation)
