To play this game on Windows 10 in 2021 and beyond, you need to install Visual C++ 2005 x86, which can be downloaded here: https://www.microsoft.com/en-us/download/confirmation.aspx?id=14431
You also MUST run it in compatibility mode for Windows 7. The engine this was built on has not aged well since Windows 10 was released however and you might run into some bugs. It worked fine on Windows 10 a couple years ago but now things seem to have changed. Good luck! (If you have a Windows 7 VM it will work perfectly in that most likely)
