There are two cursor-modes in the game, one is smoother than the other and uses special mouse-code to change the location of the cursor. This is bugged on some people's PCs, so here's how to fix it.
The bug should only happen in windowed mode with the option called "Hybrid View Scrolling". So you can either play in fullscreen, with it enabled, or you can turn it off and play windowed OR fullscreen!

Is your cursor moving around on its own in-game? It's a known bug that I'm trying to fix. Here's a temporary solution...
