I like to think everything in the game in-universe (Aside from phone calls) is actually in Japanese, and is just presented as being in English due to the person playing likely not speaking Japanese.
So the restraunt's name is "キャッツレストラン", and stuff like the newspapers are actually in Japanese, but are presented in English in case the player doesn't speak Japanese.
It's been long overdue for a while, but I'm finally rewatching Season 2 of II and finally watching Season 3 (Between episodes 14 and 15 due to it taking place then)
