Midnight Stroll

One of the scrapped abilities of this game was meant to be a mining guy with a flashlight, it (genderless) would blind the player by dashing then blinding the player by blurring their screen

It was also planned for it to instead of being blur it would hide everything but a circle around your character (killer)
