Being the son of Geese Howard (antagonist of Fatal Fury, King of Fighters and Art of Fighting), and trained by Terry Bogard (protagonist of Fatal Fury), he has moves from/based on both of them. Rock Howard is the protagonist of Garou: Mark of the Wolves, too.
He has relatively decent normals and 2 possible Target Combos in the air.
For specials, he has a ground-based fireball (Reppuken), a charge anti-air (Rising Tackle), a rush attack (Hard Edge), counter-attacks for high and low attacks (Crack Counter Joudan and Gedan respectively), literal dashes which have 2 variants (Rage Run - Type "Dunk" works similar to Terry's Power Dunk, and Type "Shift" makes him quickly switch to the opposite side), and a command grab that throws your opponent to the opposide side (Shinku Nagu).
For Super Moves, he has his Raging Storm, which works as a barrier attack (same as Geese), his Shine Knuckle, which works as a powerful rush attack (stronger than Terry's Power Knuckle), and Deadly Rave "Neo", which is his own version of Geese's Deadly Rave, this one is a Combo super with a tough execution, as you have to press each respective button to finish the super.
Needless to say, SNK's battle systems work very differently than Capcom's, which means I will probably struggle when it comes to doing these posts. Some extra properties are that
Heavy version of Reppuken (Double Reppuken) can make him throw 2 Reppukens if the 1st one lands close to your opponent,
Shinku Nagu unables your mobility until the opponent touches the ground, but you can do an specific follow-up to deal more damage regardless, that one is called Rassetsu
