They would have every plant and mushroom. They would even have flower pots. Upgrade plants would just be extra large packets that cost more and would only be available for a few weeks every year. You can tell what type of plant it is and what level it’s from based on the background colors.

Green with light blue at the top for day, dark green with black at the top for night, blue with Light blue at the top for pool, dark blue with grey at the top for fog, red with light blue at the top for roof, light purple with orangey pink at the top for upgrade, and monochrome for imitater.
