Basically, it's a Horror-themed alternate timeline where a glitch in Undertale's code caused Sans to stay alive after a genocide run. And when the game was reset, he remained the same way, and as the game continued to be reset, he stayed the same. Eventually, the player would quit and he'd just chill there until someone else came along and played the game as he slowly built up resentment towards the fallen human.
