The News Is That Off-Topic Streams ARE Allowed, Under One Rule.

The Rule Being Is That You Have To Put A Off-Topic Warning.

For Example: Hangout (Off-Topic Warning)

That's It Really. It ONLY Applys To Streams, Not Posts. We'll Still Eject Your Posts As Usual.

Edit: I've Come Back Here To Say That This Sounds Incrediby Stupid, And It Is. It's Honestly An Excuse For Me To Stream And Attract A Buncha People (Because I Don't Want To Be Lonely). The Rule Still Is Up And Running, Just Wanted To Point That Out.
