Okay so first of all, the arcade version was definitely unfinished. It did work, yes, but there was absolutely 0 sound on it, like genuinely,. no sound at all. Thank god the PS1 version fixed this a LOT.
The console version has sound, has music and has absolutely no limitation cuts for you to despise, all of the animations remain intact with all of their frames so there's 0 excuse to play it over the original arcade version.
It also adds lot of new content such as your training mode (average console release one with no movelists), a story mode for each character, alternative versions of the main roster (with 2 of the characters having an extra one) and the final boss Akane.
I found out the 3D/pre-rendered characters have always been there purely for design... Their alternative versions have them be 2D so that's pretty cool..,., See for comparision (Original / 2D)

Pretty sure that's about it, the game is called Touki Denshou: Angel Eyes and it remains untranslated up to this day. The gameplay focuses on easy chain combos and fast mobility being able to do air dashes like the type an Anime fighter would have...
