Because you get a weapon drop every 1 hour 40 minutes of playing, you get two weapons, which is equivalent to one scrap. That means it take 3 hours and 20 minutes of playing to get one scrap. Each scrap, according to marketplace.tf, is 1 cent each. That means that every 3 hours and 20 minutes, you are essentially making 1 cent. That's less then a mere penny per hour. And sure, you could buy a bunch of keys, but nobody even has the money to get a bunch of them, and according to math I did with how much a few items cost in metal/keys and compared it to the in game prices, and each scrap should be around 20 cents each, which is 4 times the amount refined costs on marketplace.tf. It also means it would be cheaper to buy stuff in the over priced Mann Co. Store than to use ref or keys for trading.

TLDR: Scrap should be worth more as to not rip people off more than the Mann Co. Store already does.
