This was under the latest windows 11 update post (KB5089573). In short, the update boosts your CPU speeds a little bit to launch stuff quicker. For now, it only covers core windows stuff, but eventually it will come for apps as well.
Before you ask; no, it does not harm the CPU. Modern CPUs are designed for this kind of use. Plus, this boosted clock-speeds concept has existed for about a decade (just that Microsoft was too slow to add it lol).
I get many have trust issues with Microsoft, but gosh darn these "facts" are pure horse radish.
All in all, pretty happy with the direction windows is going in to actually be usable and not take so long just to turn on the settings app.
