This is Shakal from the Relic Guardians.

Shakal is an Accelerator, this means he specializes in fast-forwarding time itself. His Special Attack is called "5 O' Clock". He'll accelerate time just for himself allowing him to hit crazy speeds and then he'll unleash exactly 5 punches before finishing his technique.

And his Ability is called "X Beat" (it's pronounced "cross", not "ex"). When he exchange attacks with his enemy, he'll take this opportunity to use a little bit of his haste technique and deliver a second punch to the enemy.
