It's not a fruit of a plant, but its root. Rather, the tuber from which the roots are born. From the fruit no roots come out. The fruit is the carrier of the seeds that can give rise to other plants. They are totally different things.
The potato doesn't contain seeds. It could be said that it itself performs the function of seed (but giant).
The fruit contains seeds and is found on stems or branches of plants or trees, not buried in the ground.
Fruit and potato are nothing alike.
