The game utilizes Lock-On Technology (the second ever FNAF fangame to do so, only behind this game). So here the steps to unlock Photo Negative Neru:
Get the Good Ending of Five Nights at Miku's 1
Go to Extras in FNAMiku's 2 and click on the FNAMiku's icon to unlock her.
Then boom! Photo Negative Neru is in Five Nights at Miku's 2. If you hear her dialing her phone, shut off the camera she's in, or else...

Little known fact: Five Nights at Miku's and its subsequent sequels therefore are built ontop of Five Nights at Looney Tunes, which was a scrapped game from SOS Incorporated.
