CEC Jaspers time required to leave reduced from 160 frames to 70 (60fps)

CEC Helen spawn timer raised from 22-29s to 31s (AI 20)
CEC Helen time required to leave reduced from 160 frames to 140 (60fps)
CEC Helen slowing down some characters when dealing with her fixed
CEC Helens kill timer changed from 12s to 13s (AI 20)

Light characters now can't enter the office if the lights are off.

Helen Henny can no longer be delt with when the lights are out.

Pasqually now cant go goofy mode when the stage call is in use.
