Where do I put a sound mod?

I have a sound mod that replaces the sticky bomb launcher's detonation noise. I've put it in a weapons folder, didn't work. I put it in the ui folder in sounds, nope.avi. I put it in my userstuff, nope.

Where do I put the mod?
