Constitution of the Crimson Empire

Preamble

We, the People of the Crimson Empire, united under the banner of justice, honor, and the eternal flame of our ancestors, do hereby establish this Constitution to govern our land and preserve the sacred values of the Empire. In the spirit of unity, strength, and wisdom, we declare our commitment to a just and enduring rule, guided by the principles of sovereignty, integrity, and the well-being of all the subjects of the Crimson Throne.

Article I: The Structure of the Empire

Section 1.1 - The Sovereign Authority

The Crimson Empire shall be ruled by a sovereign, who shall be known as the Emperor or Empress (hereafter referred to as the Sovereign). The Sovereign holds ultimate authority over all matters of state, military, and foreign relations. The Sovereign's rule is hereditary, with succession determined by the laws of primogeniture and merit, as set forth in the House of Sovereigns.

Section 1.2 - The Imperial Senate

The Empire shall have an Imperial Senate, which will serve as a legislative body advising the Sovereign and representing the interests of the Empire’s provinces and regions. Section 1.3 - The Council of Nobles

Article III: The Imperial Government

Section 3.1 - The Sovereign's Powers

The Sovereign holds supreme authority over:

  1. Foreign Policy – The Sovereign may negotiate and enter treaties with other nations and empires.

  2. Military Command – The Sovereign is the supreme commander of the Imperial Army and Navy.

  3. Legislative Influence – While the Senate is the primary legislative body, the Sovereign may issue Imperial Decrees and emergency orders in times of crisis.

  4. Judicial Authority – The Sovereign appoints the highest-ranking judges to the Imperial Courts, though these decisions are subject to review by the Senate.

Section 3.2 - The Imperial Senate's Powers

The Senate shall have the authority to:

  1. Legislate – Create, amend, and repeal laws relating to civil, criminal, and military matters.

  2. Advise the Sovereign – Offer counsel and insight into matters of state policy and governance.

  3. Approve the Imperial Budget – Ratify spending and taxation measures proposed by the Sovereign and the Treasury.

  4. Impeach the Sovereign – In the event of corruption, tyranny, or incapacity, the Senate may initiate proceedings to remove the Sovereign, with a two-thirds majority required for conviction.

Section 3.3 - The Council of Nobles' Powers

The Council of Nobles shall have the authority to:

  1. Manage Feudal Lands – Oversee the governance of their hereditary territories and the duties owed to the Empire.

  2. Military Command – Appoint military leaders from their ranks, though such appointments are subject to the Sovereign’s approval.

  3. Advise on Taxation – Provide recommendations on tax policies and land-use laws that impact the nobility.

Article IV: The Judicial System

Section 4.1 - The Imperial Courts

The Empire shall maintain an independent judiciary, with the Imperial Court serving as the highest legal body. The Sovereign may appoint Imperial Judges to serve in these courts, but their rulings must be impartial and guided by the rule of law.

Section 4.2 - Local Courts

Regional and provincial courts shall handle matters of local governance, criminal cases, and disputes. These courts shall be overseen by appointed magistrates who are responsible for maintaining justice in accordance with Imperial law.

Section 4.3 - Trial by Combat

In cases where a dispute cannot be resolved by ordinary means, the Sovereign may allow for trial by combat, a sacred tradition of the Crimson Empire. Such trials shall be conducted under strict oversight and with the participation of both parties.

Article V: Military and Defense

Section 5.1 - The Imperial Army

The Imperial Army shall be the primary defense force of the Empire, organized, trained, and commanded under the Sovereign’s authority. Military service shall be compulsory during times of war.

Section 5.2 - The Imperial Navy

The Imperial Navy shall safeguard the Empire’s interests on the seas, maintaining a fleet capable of defending the Empire’s trade routes and colonies.

Section 5.3 - Defense of the Realm

In the event of invasion or rebellion, all citizens shall have the duty to defend the Empire against its enemies. The Sovereign may call upon the military reserves as needed.

Article VI: Amendments

Section 6.1 - Proposals for Amendments

Any member of the Imperial Senate may propose amendments to this Constitution. Such proposals shall be debated, amended, and voted upon by the Senate.

Section 6.2 - Ratification of Amendments

An amendment shall be ratified by a two-thirds majority vote in the Senate and must receive the Sovereign’s assent.
