When I am putting the patch in select file to Patch the data does not recognize it as rom.

This mod of Undertale randomizes the non-unique encounters throughout the game. It's designed for speedrunners to race against each other and has functionality to input the same RNG seed across different players so you get the same encounters in the same order.
The mod also introduces some unused content, including sets of monsters programmed into the game but are never seen and even a unique unused miniboss (RG03 and RG04).
Also included is the input patch, which replaces the unresponsive keyboard input system in newer versions of the game with the much more responsive version from older versions. This makes the game handle Z/X/C/Enter/Shift/Ctrl inputs much more cleanly.
New release, now with Sans and Undyne in the encounter pool! 
If you've seen Shayy play this mod, you know how chaotic these bosses can be when in the encounter pool... To enable them, start a new run with a random seed and select "Yes" at the prompt.
