This mod is a JOKE mod, so everything is made poorly. It was inspired in some weird looking models in the Steam Workshop that appares when you search up Expunged.

You seem to croos paths with a person named GART , what a weird name... He apparently owns a Recycling Center. You can beat him, but he has friends that will help him in case of anything, so beware!!!
