Frisk is 100 years late to fall into the Underground, and a lot has happened since then... the Tems have gathered for a revolution. With the monarchy upthrown, they have full control over the underground and, with their newfound power, slowly temmify the entirety of monsterkind...
The Tem is purest of monster, and every monster comes from, and may go back to the form of Tem. Without a soul, you are doomed to lose identity and become Tem.
To help Frisk in the disaster that is the Underground at this stage, Chara seems to have been partially revived by Frisk's determination, though still not truly alive. They seem not to remember anything...
