While a lot of exe mods are usually built on either more modern takes on the guy or just straight up make their own version of him for said mod
This just feels like it's based on how sonic.exe was perceived back then
The hud, the art, the poses, the whole "exe corrupting his victims giving them red eyes and making em do his bidding"
It's all so reminiscent of the early era of exe
