Here's some in-game Mock-Ups of how Withered Freddy might work IF he's added, this post also includes his mechanic and textures without the office.

Mechanic: Withered Freddy plays a glitchy Toreador March in either one of the doors or the top vent. (Left Ear/Speaker for Left Door, Right Ear/Speaker for Right Door and Both Ears/Speakers for Top Vent. This'll also have a visual cue, so don't worry!)

Of Course, this doesn't HAVE to be his mechanic, I think it'd just be neat.
