An error has been reported that only shortcut is visible in extracted folder( i.e TCity) which is not working. To solve error do following
1)In windows 7 goto organise then file and folder option in Tcity folder
2)goto view tab and click on show files and folder
3)click apply and then ok
4)run TCity.exe application file to run the game
