Sodom (previously named Katana in other regions) comes from Final Fight, he is also a member of the Mad Gang and he looks forward to rebuild it. He's a honest to god weeb who loooves japanese culture, you don't have to look at anything other than His whole costume to know that.

He has very good although kinda slow normals, a rush attack for mobility, a slide as a normal, 2 different grabs: an unblockable one on close-range and a blockable one on mid-range that lets you and your opponent on the opposite side, he has an anti-air, close-ranged counter grab (too many keywords help) too and he has special, easier recoveries, one also works as a reversal.

His taunt has a hitbox too, it's very funny I believe

His secret rival dialogue, against Ken! He's kinda just there for the laughs and to kick butts out of boredom, I don't recall him being related on any way to Sodom. Still, ow.

And his Final Battle dialogue, against nobody other than Guy! If you aren't aware yet, Guy is the protagonist on Final Fight, along with Cody and Haggar as deuxteragonists (which, they're also on his stage too) they worked together to put an end to the Mad Gang, yeah, they had to kick Sodom's butt in the process too.

Nothing really interesting to point out on Alpha 2, and since I haven't played Alpha 3 as him, I can only say that his X-Ism design is highly inspired on his original one, most notable by the change of his Sais for Katanas. Really cool I would say
