I think... In the game over screen, Asgore is not telling the player to be determined. It is actually Chara's memories from when they were very ill and on deathbed.

I don't know if anyone else realized this but... I think the game over screen is actually what Chara hears when they get ill. You know, Chara gets very ill and dies because of it. And in the game over screen, Asgore is literally telling Chara to be determined and to be strong, saying that the fate of monsters and humans depend on them. (I'm sure Asriel says the same thing at some point too: That he was sure Chara and him were gonna find a way to free the monsters, although I don't remember where/when he said that)

I mean, I'm 100% sure Toby intended it to be this way.
