So basically, what this fella does is complicated to explain with just words, thats why i took the time to make little illustrations
He would follow other enemies, but he doesnt attack the player.
Instead, he squishes his spring neck downwards and waits for an enemy (or the player) to get on top of him. [Note: if the player is jumping while trying to get on top of the enemy the enemy will just die]

If an enemy or the player gets on top of him like this

He will do a short animation before LAUNCHING the enemy in a diagonal direction, and the enemy can end up ANYWHERE: any random part in the map.

If you were to have the [bad] luck of him throwing that enemy directy at you, the enemy will have a short standing up animation, like it is shown in the picture below

I don't really know about coding, so i dont know if this will be easy or hard to code, but i hope you like my idea.
