Yes and no.
Sans is great because he's a character with a lot of depth, but he's also a very simple character on the surface level.
His character is great because he often hides his emotions, and masks them to protect the ones he cares about from having to deal with some of the knowledge that he does-
And his knowledge of your powers (reset, save/load, ect) makes his actions ultimately feel pointless, and thus he deals with depression.
That's why it's only when the threat of destroying everything forever comes up that he actually fights back. Up until then, he knows it'll all just get reset, so he see's no point in doing anything about it.
There's also so much about Sans that we don't know, which adds a layer of mystery to the character.
But hardly any of this comes up very often. Like I said, Sans is a character that's meant to be subtle, not overt.
That's where so many fan interpretations fail. They're not wrong, Sans does deal with hatred, depression, and all sorts of unchecked dark emotions-
But they aren't so flatly stated, and they're very difficult to get right.
In effect, what we have here is a great character, who's very memorable, but hard to reproduce while maintaining quality.
Combine that with the fandom the way it is, and we get a watered down edgy Sans who lacks half of the depth that made him great to begin with.
(and he is very over-used. There's other characters than just Sans dang it! Use em)
