The two lit up buildings are research labs being built. Besides reactors, research labs are the most common building in this city by far while there is only one factory. This is one possible strategy, there are other ways.
If a crisis interrupts your construction rest assured that you'll be able to pick up right where you left off, even with another Builder Bot or on a building one of your teammates started.
