Pixel Art in video games - a few questions


Hello all! I've been making games since 2017, and I've been using pixel art for a long time, but i don't know how to make it look good. My games always looked inconsistent, and weird. I want to make a war-themed rpg game, but i want to make the game look a bit decent. Should the colors reflect emotions? How many colors should i limit myself to? What are effects that go well with pixel art? Like i mean glowing, and that sort of stuff. And, if you have any tips, please comment them aswell. Thank you, and have a wonderful day!
