The games purpose
Sega would have been on their way to release Sonic Adventure in a year or so, but they realized it may a rough transition to 3D for some fans, so they made this game to also give them one last escapade with 2D Sonic

The Story
Taking place after Sonic R, we find out that the races were just a distraction so Eggman could send his fleet on a secret mission to find something known as the "Super Time Stone" which held together all time and space. However, Tails finds out and fights Eggman for the stone, accidently shattering it in the process. There's an earthquake, and everybody passes out as the screen fades to white. They wake up to find themselves in an empty white space with TV monitors showing past locations they have been to. After gathering themselves, Sonic and Tails realize their friends got trapped in the monitors, and had to save them and find the Super Time Shards to piece them back together and restore the world
